2024: Platform Creation

In early April 2024, it became known that a national digital transport and logistics platform GosLog and an electronic register of notifications about the transportation of goods were being created in Russia. The goals of the project are the formation of legal conditions and mechanisms that ensure the protection of the interests of consumers of transport services, as well as improving the quality and safety of cargo transportation by road.

It is noted that GosLog is a single window digital platform, which includes digital products, information, state information systems operating in the field of transport, as well as a set of regulatory legal, organizational, methodological rules and procedures that ensure the activities of transport market participants. In turn, the register of notifications is a database containing information about legal entities and individual entrepreneurs who reported on the provision of services for the transportation of goods, as well as on the vehicles used by them.

In accordance with the new requirements, legal entities and entrepreneurs are obliged to notify the authorized body about the start of activities for the transportation of goods on a commercial basis, including using a trailer or semi-trailer. The right to carry out the relevant activities is granted from the moment of registration of the notification in the register.

The GosLog platform is created by the federal executive body, "which performs the functions of developing state policy and legal regulation in the field of transport." At the same time, the Government of the Russian Federation approves the composition of participants in information interaction, the composition of information posted in the information system, as well as the procedure, timing and methods of exchanging information between industry participants.[1]
