The Tula region was formed on September 26, 1937, and is part of the Central Federal District of the Russian Federation. It covers an area of ​ ​ 25.7 thousand km ².

2021: Mortality in the Tula region tripled the birth rate

In January-September 2021, mortality in the Tula region almost tripled the birth rate. During this period, 7,615 people were born in the region and 21,706 people died, Tulastat reports.

According to the data cited by Interfax, relative to January-September 2020, the birth rate in the Tula region decreased by 6.1%, or by 491 people, and mortality, on the contrary, increased by 14%, or by 2664 people. The natural decline in the population of the Tula region for the nine months of 2021 amounted to 14,091 people, an increase of 28.8% on an annualized basis.

Mortality in the Tula region was 3 times higher than the birth rate

The Committee for Civil Registration and Justice of the Peace in the Tula Region published statistics in December 2021, according to which 3301 deaths and 830 births were registered in the region in November 2021. Thus, the difference turned out to be almost four times. In October, 2,707 people died, and 877 were born.

For comparison: in October 2020, 884 people were born, 2364 died, and in November 2020, 906 births and 2579 deaths were registered. In September, the birth rate decreased by 12.9%, the death rate increased by 8.4%.

Per 1,000 population, the birth rate in January-September 2021 in the Tula region decreased to 7.1, the mortality rate increased to 20.1 (relative to the same period in 2020).

It is assumed that the high mortality rate in the Tula region is associated with the consequences of the COVID-19 pandemic. According to the headquarters, 3,986 people died from coronavirus infection in the region for the entire period of the pandemic until December 9, 2021.

As of the beginning of 2021, the population of the Tula region was almost 1.5 million people, of which 1.08 million were residents of cities, and 366.2 thousand were villages and villages.[1]

2023: How digital transformation is taking place in the Tula region. Results of the year

At the end of April 2024, the first deputy governor - chairman of the government of the Tula region Vyacheslav Fedorishchev summed up some of the results of the digitalization of the region for 2023. according to him, the Tula region has retained a leading position in terms of quality and accessibility of state and municipal services in electronic form.

As Fedorishchev noted, almost all mass socially significant services have been transferred to the "figure," they are available on the unified portal of Public services. So, in the Tula region, a mobile application "Arsenal of Services" has been launched, in which you can call a doctor at home, see school assignments and grades of the child. Also, the head of the regional government noted the launch of the Open Region service, in which to sign up for the MPSC. More than 129 thousand people from the Tula region downloaded it and are actively used by the end of April 2024.

According to Vyacheslav Fedorishchev, the Tula region is the first in Russia to provide a new format for providing services to compensate for part of the parental fee for kindergarten. Since 2023, it has become possible to electronically register newborns without visiting the registry office.

In addition, the head of government of the Tula region touched upon the development of communications in the region. According to him, in 2023, fiber-optic communication lines were built in 104 rural settlements in the region, which made it possible to additionally provide 28 thousand residents of the Tula region with modern communication services. In 2023, telecommunications operators put into operation 17 base stations of cellular communication in settlements of the Tula region with a number of 100 to 500 people.
