Biography

Andrei Yuryevich Lipov was born in Moscow in 1969.

Since 1990, he worked in the field of information technology.

In 1992 he graduated from the Moscow Institute of Radio Engineering, Electronics and Automation (MIREA).

2008: Transition to work in the Ministry of Telecom and Mass Communications

In 2008, he moved to work at the Ministry of Communications, where he went through several career steps in the Department of State Policy in the field of informatization and information technology. He worked as director of the department of state policy in the field of creation and development of electronic government, i.e. he was engaged in interdepartmental electronic interaction (SMEV) and electronic public services.

In accordance with the order of the Ministry of Communications of Russia dated August 25, 2010 No. 206-k, Andrey Lipov was appointed director of the Department of State Policy in the Field of Informatization and Information Technologies.

2012: Head of IT Administration in the Presidential Administration of the Russian Federation

In July 2012, President Vladimir Putin, by decree, appointed Andrei Lipov as head of the new Office for the Application of Information Technologies and the Development of Electronic Democracy. Later, the structure was renamed the Office of the President of the Russian Federation for the Development of Information and Communication Technologies and Communications Infrastructure.

March 28, 2020 was relieved of his post. Tatyana Matveeva became the new head of the department.

2020: Head of Roskomnadzor

On March 29, 2020, Prime Minister Mikhail Mishustin appointed Andrei Lipov as head of the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor).

Before Lipov, Roskomnadzor was headed by Alexander Zharov, who moved to the Gazprom Media holding.

2021: 44th place in the IT industry in terms of income and 131st in terms of the cost of personal cars

For the period from January 1, 2021 to December 31, 2021, the income of the family of Andrei Lipov amounted to 12.1 million rubles. Personal income - 7.4 million rubles, spouse income - 4.7 million rubles[1]

The list of declared vehicles of the head of the Federal Service for Supervision of Communications, IT and Mass Media includes Land Rover[2].
